'X-Out protection'

The protection of X-Out does rely on weak bits (rather unformatted areas and not just a short run of weak bits) combined with a short signature that is checked. That particular kind of protection is used, with slight variation, on Last Ninja 3, Turbo Charge, Tie Break (a version different from the one listed here) aswell.

To make the image pass in the current SPS WinVICE it should represent the unformatted areas accordingly while leaving the signature bit sequence intact.

To accomplish that, take a hex editor of your choice and set the bytes of the following ranges (both ends inclusive) in your G64 file to zero:
0x021D5A-0x021DC2
0x021DC7-0x021E0D
0x021E2D-0x021E33
